I just have a few comments to add to Bill's very good instructions below.
You don't have to route the JAWS cursor and do a right mouse button click.
Shift-F10 will bring up the context Menu when the Volume Control shortcut
is highlighted. But you really don't need the Context Menu either; just
press Alt-Enter to bring up the Properties multipage dialog for the
shortcut. Finally, just press the letter v in the shortcut box; the
Control and Alt will be automatically added. If you want to use something
like Shift-Alt-v though, you will have to press all 3.
