Yes you can move the mouse/JFW, cursor outside the active window.
First press insert+R until Jaws says "restriction of Jaws cursor. Next
route jaws to PC with insert+-. This will place the mouse/JFW pointer with
the PC cursor in the active window. Now press pageup to get to the top of
the window, page down to get to the bottum, home for the left edge or end
for the right edge of the active window.
Now you must break out of the active window. To do this use alt+shift+down
arrow, or which ever arrow goes in the direction you want to break out.
This key combination moves the mouse three pixels, by default, an the
direction of the arrows. You may have to give it several presses before you
"break on through to the other side".
I believe that there is a good example of this on the JFW training tapes,
where they are dragging and dropping.
