Thanks for posting those steps! It is strange that it suddenly worked, but glad
it's working none the less. We've tried to make installing as easy as possible
(e.g. binaries for every platform except centos7 have this built in already),
but this one of the few corners where we have something a bit more complicated.
As for the proxy issue, yeah that would be better in a separate issue, though
it looks like we have one already (ARROW-8900) and it is not yet implemented
(it looks like the aws sdk doesn't use those variables so we'll need to do
something else in order to pass them like that).
