expired? If latest target assignment is not equal to the old one, we bump group
epoch.
Does `PartitionAssignor` guarantee idempotency ? For example, if metadata
expires due to an unrelated topic change, we might end up with a new assignment
that's not equal to the old one, causing an unnecessary rebalance.
