Discussed offline. The case we're trying to handle comes from
https://issues.apache.org/jira/browse/KAFKA-12983. I am going to look into
resetting the `needsJoinPrepare` flag in `requestRejoin` as an alternative to
calling `resetStateAndRejoin` here.
