I do not know enough about the FF module right now to determine if it depends on the OB data model, that is, OBMol, OBAtom and OBBond. If it uses those classes as internal representation, then the code would currently be GPL. However, if the original authors refactor it to not use those OB classes, it could certainly be relicensed LGPL.
