Yes, I've found the code that does it (GT.java). It makes sense: only 
languages with over 80% translated items get to the popup. The next 
two candidates pt and pl are just above 50%. I doubt whether 
"upgrading" them to the menu; maybe that would help people to realize 
their language is there, and help in completing the translation.

All this was initiated by my surprise to see that the languages 
unavailable in the popup are functional and available via script, but 
they all are. I guess if your OS is among the low-translated, the 
interface will automatilly be switched to it by Java defaults; the 
problem is if the user changes to another --e.g. English--, there is 
no way back for them.
