That seems very small to me. That essentially means 5 times as many clicks

Hmmm, it seems it is a two-pronged problem, the number of scrolling
units sent by the mouse driver per wheel arc turned is one input and the
zoom-factor applied by the applet is the other. If I set the
mouse-driver to "very slow" scrolling then the magnification per
click-stop of rotation is much more manageable. But doing that ends up
causing text in other browser windows to scroll line-by-line rather than
the multi-line chunks I prefer. With the scroll-speed set at "fast" one
scroll-click is about 100% zoom.
Q: Can you compile the source? If so, I will tell you where to make the
change and you can experiment with it yourself.
I haven't fully installed all the developer stuff yet after doing the OS
upgrade but I'd be happy to try and get all that running and then play
around.
Hmmm ... don't know why that would be the case. When you go up it scales
the current zoom factor by 1.25. When you go down it scales the current
zoom factor by 1/1.25 ... I think that is correct.
I'll take a look at it.
It happens when the scroll-zoom hits the upper limit.
