Yes.   The 192 address is the apache server address on my machine which is 
accessible from any machine on the home network.  And things behave the 
basically the same as on the campus server.  I occasionally see a difference 
but not in this case.

That solves the issue with Firefox.   With camino the applet and first 
structure never appears, but the second is now shown.

Again, the signed applet works and, amusingly, you can click deny when asked 
whether you want to use it, and the program proceeds to go on as if you had 
said nothing:-)    I suppose that if you asked to write to disk, it might now 
object.
