I thought that by "When I select by color..." you meant that you were already at step 4). But in your screenshot the wrong tool is activated, namely "Fuzzy select". The correct one is the icon that almost looks like a traffic light, just with the wrong colors. In your screenshot I can't see the tool options. They might be clipped off below the brush patterns at the bottom right. If this dock isn't open yet you can open it manually from the menu: "Windows -> Dockable Dialogs -> Tool Options".
The GIMP interface is very flexibel which can be very confusing for beginners. But for advanced users it is very helpful and can make the workflow much faster and adjustable to each users specific needs.
