the arabic support is only a matter of view (theme), as long as the
system can handle a charset that supports arabic (e.g UTF-8).
and I guess drupal and wordpress both supports utf-8, and they have a
separate theme layer that can be manipulated.
So both of them can be used for arabic content, (given that you find
someone to work the theme for you :P).
