using gnome-dictionary and adding dict.arabeyes.org as dict server should do the trick
unfortunately I'm not aware of any way to get this working locally without the need for Internet connection Ktranslator would be useful if we had arabeyes wordlist but Arabeyes is a dead project that claims to be alive.
