Deb, Everything you wrote makes sense to me, too. The reasoning in the analysis was a new twist to me, too. But this was a legal analysis which was not so much interpreting the law in general but analyzing this specific case and and discussing why attempts to overturn it could not succeed. If I ever find it I'll post a link to it.
