Always a problem with any regulation and when I posted I failed to consider the special circumstances of California. Your state is unique in these regards. Please forgive me not remembering to state that California is a special case.
as someone who comes
from probably the most regulated state in the US, it can be done. The
attitude here is cost be damned which sometimes makes for good regulations
and sometimes insane regulations that cut off the nose (puts entire
industries out of business overnight) to spite the face.
