Clearing the cache does not work.

I was running firebug, so I checked out the HTML tab of Firebug.  When
I expanded the section called
<script type="text/javascript" src="js/jquery.js"></script>

It said "Error: Access is Denied."

When I expanded the section called
<script type="text/javascript" src="js/test.js"></script>

it would show me what was in the file.

Why would be causing an "access is denied" error?
