What engine are you using.  It should work for a JSP engine that
implements the .92 Specs.  Some further thoughts this should be use for
common headers/footers.  If what you really trying to do is forward the
request to another JSP then you should use the RequestDistpatcher.

I suggest you try another JSP engine.  I have implemented one and its
integrated in my WEB Server (JAWS) and Servlet Engine (EZJRunner).  I am
in the process of making the JSPRunner a standalone servlet.
