I can't find any reference to vinclude in the JSP spec, but I was pointed to
by another reader of this list. The <%@ vinclude is a directive to tell JSP
engine to read and parse the included file for JSP tags.

1)Perhaps there is a bug in JRun so I suggest test using
another JSP
engine.
