You have to restart your apache after you make changes
to tomcat.conf

I once have this problem too
and I tried editing tomcat.conf
and adding ApJServMount directive
for the newly created context.
so if you make new context in your
server.xml like:
<Context path="/kicha" docBase="webapps/kicha" debug="0" reloadable="true"
>
</Context>
You can add in tomcat.conf
ApJServMount /kicha /root
It works with me...
