you can create jsp directory and keep the jsps. But whats the problem you are facing now. !! Are u getting any error while accessing jsps. Try to start your tomcat like this
go to tomcat_home/bin/ and catalina run Hope fully you set the CATALINA_HOME=c:\tomcat40 something like in your env variables.
