Vadivel,
   It is entirely upto the browser to interpret the content.  There are
a few Javascript tricks that you can do in the HTML code.
Provide a link to the file, with instructions to use the "right click
and save as" option to download it. Also, disallow left clicks on the link
using onclick handler.
