Dare I suggest that we actually do some requirements gathering?

Clearly there is a requirement to support using MAAS tags. Instead of
us talking amongst ourselves about what we think it is all about, how
about we ask the people who are wanting to use it.

I have CC'ed Martin Stadtler hoping that he could either provide some
input, or point us to the right person.

I'm not overly concerned in having an over-arching solution at this
stage, but getting good input into how one primary use-case for
provider constraints is essential for making something that doesn't
suck for everyone.
