I set it up like you said and got the following error

$ make
... a bunch of stuff successfully building ...
/usr/bin/ld: cannot find -lsatlas
collect2: error: ld returned 1 exit status
make[1]: *** [build/lapack-3.5.0/liblapack.so] Error 1
make: *** [julia-deps] Error 2

Do I need to add something to LD_LIBRARY_PATH in the makefile or bash 
environment?
