I would implement a checkbox in the OptionsDialog. The question is in

I think the options panel could be called "Preferences"  or perhaps
"Dataset", depending on the focus, and used to store other options too.  The
point that stefan made about not all users knowing what charsets are is
enough to justify the proposed checkbox "Show character set (charset)
choices?".   I think it should default to checked to make it discoverable.
