Hi, Transifex is a commersion translation platform but it is free for open source projects https://www.transifex.com/ There is a rather new project for Geoserver and browsing that should give a hint about how it works https://www.transifex.com/projects/p/geoserver_22x/ "View strings online" works without any account.
I have not studied how difficult it is to create a new project and manage the teams and roles of the team members.
