Yes, I think this is because menu names are defined as static strings in the MenuNames class, so that they are instantiated using the jvm locale, before the resourcebundle is changed in JUMPWorkbench to use the -I18N locale. One question is : does it worth to change that as there is another proper solution with *-Duser.language=en_EN* **which change the locale when classes are loaded, and so, use the proper language for both menus (static strings) and menu items (object strings).
