Try a keep-all ( https://www.juniper.net/techpubs/software/junos/junos93/swconfig-routing/keep.html) as suggested by Harry and the routes should show up as hidden, then you can investigate the cluster-id and/or originator-id to see if there is problem there. If originator-id matches the bgp router-id it won't install the routes either.
