Scott,
I did it on a Win ME box.  Then, I checked an XP box.  The icons weren't
there either.  Once I deleted the registry in ME, all the icons came
back.

I just tried to recreate this.  At first, the icons stayed where I put
them.  After more moving around, they would disappear.  They seem to
disappear especially when groups are moved.  Although I haven't tracked
that.  I should clarify something.  All of the icons do not disappear.
Only the ones that I have moved since the last refresh.  

I was able to recreate this on XP as well causing another icon to
disappear.

Groups sounds correct. The icons disappearing when you hit Refresh
definitely sounds like a bug, and is the first time I've heard of it.

        Which version of Windows did you see this on?
