DESCRIPTION
Discover updates 2 applications, but reports an error on the 'system upgrade'
where 32 packages were supposed to upgrade. 
At other times (when there were only system upgrades available) it would
suggest to restart the computer to upgrade them. However, every time I try
that, the same amount of updates appear again in Discover. So, I think the
upgrade does not work at all.
I think the cause has something to do with me trying to install a package
"ubuntu-restricted-extras" (through APT).
This install behaved strangely, and I think it never finished. So potentially I
have a partially updated system, and Discover retries the install of the
software components in the same package.
That is my best guess...
Now, I noticed that I do not really need the package "ubuntu-restricted-extras"
at all. So I would like to remove all of that. But when I try that (command:
sudo apt purge ubuntu-restricted-extras), that action also does not complete
(just like the install never completed).
So my assumption is that the 'semi-installed' software causes the problems,
also in Discover.

Also, sometimes the computer does not fully power down after pressing the
button "Shut Down" in the Neon menu. An arrow then keeps showing even when the
rest of the screen is black. I have to power down the computer then by pressing
the physical on/off button for several seconds. So the issue appears to be
broader than only an error in Discover.

If you could help me to get rid of the aforementioned package, that would be a
great start for me.

STEPS TO REPRODUCE
1. no idea how you could do that, except maybe install the same package I
described above
2. update in Discover
3. 

OBSERVED RESULT
Discover tells me that it ran into an error, after updating 2 applications,
when trying to install the 'system upgrade'.
Also, sometimes the computer does not fully power down after pressing the
button "Shut Down" in the Neon menu. An arrow then keeps showing even when the
rest of the screen is black.

EXPECTED RESULT
Discover should just update the systems upgrade packages, and request a restart
of the computer. And after the restart, Discover should not show the same
system upgrade anymore (which it does now).

ADDITIONAL INFORMATION
I planned to attach the error message from Discover, but it disappeared while
writing this bug report.
When I get it again, I will try to save it, and upload it anyway.
