If I had to guess where your problem comes from then I'd say the driver is
doing mode changes on login (had that one for a while too, on my 5700 XT and
multiple monitors) and then Plasma shifts the widgets around to make it fit on
the resolution it gets.

Wayland is a display server protocol. Neither it nor the driver have anything
to do with widget placement. That's all exclusively handled by Plasma.

It's not a matter of finding out *why* widgets move, we already know that. It's
wanted behaviour to move the widgets on a resolution change.
Fixing this is a matter of finding a way to move them back afterwards / make
the change be not permanent if not explicitly done by the user, and implement
that of course.
