Your MOV even included 13:59 in the filename, so it will be the time that was set. Image and videos from SLR cameras save their time information in local time. With phones, the images are saved in local time, with videos, however, in UTC. That is almost the rule. But there are exceptions, manufacturers save the local time in videos, but also set the UTC flag or vice versa. There is currently no final solution to this.
