It's technical:

- more modern than Cstd
  - in particular, post 1998 STL specs
- more modern than stlport4
  - actually a direct descendant of stlport4
- more conformant
- supports multibyte

The GPL (any version) doesn't enter into the equation. The APLv2 on stdcxx is 
compatible with the GPLv3 which we use for Qt and the (L)GPLv3 for KDE.
