I consider the KBE for just "build environments" ... nothing more. This is the reason why I would not to merge with SPECS directory. Yes, it's possible merge directory KBE a SPECS, but I don't see real benefit for this merge. I think that we have to determine what are support tools, which are needed only for building apps, and what are apps and support libs, which are needed for KDE. Every support tool should be integrated into KBE, I think. Apps and support libs should be prepared (compile, build) by KBE and then create package (SVR4 or IPS). I don't know IPS package format, tools and others thing for IPS. I know SVR4 package format and pkgbuild tools which are building SVR4 package from spec files. I created SPECS file directory for apps, support libs spec files. Conclusion from my point of view: I do not prefer merge KBE with SPECS directory, but this is not one way road.
