It seems -O doesn't work too well with -PP then. Perhaps -O doesn't work too 
well in general, although it did work okay for me (perhaps it needs an 
up-to-date INDEX?). 

This probably means you'll have to either deal with running pkgdb -F or do the 
upgrading in a more radical fashion (pkg_deinstall -r arts && portinstall 
[-PP] kde).
