Hi,

In my opinion, you cannot place tracks on the Mask Components and the
Mask copper layers but you can create a special package which is
composed only by pads with the special geometry that you need on these
layers an place it around your board.

Per example, your board is 100 X 160 mm and you want to have 3 mm
around the board without mask you can create 2 footprint with only one
pad (100 x 3mm and 160 x 3mm) and place it on the board perimeter.

I have used this technic to remove the mask on some ground plane areas
in order to have a mechanical contact.
