I thought about suggesting that, but I thought it would be a bit messy
having one big pad "over the top" of the others.

I think it is worth pointing out that mods like this are very easily
carried out by modding the photoplots. The simple gerber viewers such
as GC-Prevue will not do this (you need a paid for version), but any
commercial PCB producers usually pass your photoplots through fancy
software that has no problem with doing this, just ask them to cut
e.g. 3mm of the edge of the solder mask.
