They are not a cheap and dirty company, they are cheap because Bulgarian costs are lower than western europe/USA. My experience suggests that Olimex quality and service is quite normal. As I noted before, my reason for using PCB-pool was because they do 4 mil resolution as standard. Traditionally 8 mils is the resolution of standard boards.
