>"SILENT DESTRUCTION' IN THE PRISONS CONTINUES
>They want to kill our sons and daughters in the prisons silently and
>voicelessly.
>The massacres in the prisons do not take a single form. The state does not
>simply massacre our children with weapons, bombs and torture like it did in
>Buca, Umraniye, Diyarbakir and Ulucanlar. There is another method which is
>called "SILENT DESTRUCTION". "Silent Destruction" means killing sick
>prisoners by obstructing their medical treatment and abandoning them to
>their deaths.
>In the prisons, the deaths from illnesses are not the inevitable result of
>fate.
>Why not?
>Because the sources of illness in prison are either the tortures people were
>previously subjected to in the security department, or the blows prisoners
>received to their bodies during security force operations in the prisons, or
>the sunless, airless and damp conditions in the prisons, or the bad and
>inadequate food. Treatment is not given and others are prevented from giving
>treatment for the illnesses which arise from these conditions.
>The transporting of sick prisoners to hospital is transformed into torture.
>Even the prisoners who cannot stand up are searched from top to bottom,
>handcuffed by their wrists and ankles and taken to hospital, not by
>ambulance but in unventilated prison transport vehicles. Saying "there aren'
>t enough soldiers, there aren't enough vehicles," is a way of rejecting
>requests to be shipped to hospital. Many times prisoners who are able to go
>to hospital are brought back again without even seeing the face of a doctor.
>It is a common practice that the prisoners who go to hospital for medical
>treatment have been attacked by the soldiers, receiving head injuries and
>black eyes.
>In the prisons there is a so-called infirmary, but no doctor. Or there is a
>doctor but no dressings or even bandages. The ready excuse is "there is no
>money." There are 500-odd prisons in Turkey. But for long-term treatment it
>is necessary to stay in a hospital. But there is only one hospital in which
>prisoners can receive long-term treatment. That is Sagmalcilar State
>Hospital. But there you can receive neither a proper examination nor tests.
>Because there is neither the proper medical equipment nor materials. Why,
>you might ask. The excuse is always the same: "There is no money." There is
>no money to treat the prisoners in the jails but trillions of lira are spent
>in this country on constructing new cell-type prisons. The state pours out
>trillions on the cells while there are not two pennies to rub together to
>buy dressings for the infirmaries.
>Now you might ask, is death an inevitable fate in the prisons? Up to the
>present, dozens of prisoners have died of illnesses in the prisons. Hundreds
>have been left to die through the denial of medical treatment. Can we say
>that these are simply the result of fate?
>No, these are the result of state policy in the prisons. A policy known as
>"SILENT DESTRUCTION". Umit Dogan Gonul, Kalender Kayapinar, Yunus Yaman,
>Salih Celikpence, Polat Iyit, Engin Huylu are just some of dozens of
>prisoners and convicts who have been massacred by the policy of "silent
>destruction".
>And now there is Murat Dil. Murat Dil was in Gebze Prison. He was ill with
>cancer. Proper treatment was not given, his treatment was prevented. Much
>later, when he was near death, he was released. Now in hospital, he is
>unconscious and could die tomorrow or the day after. [Note: Murat Dil died
>shortly after the original Turkish version of this brochure was published.]
>And there are others who may perhaps die tomorrow. Or three months later, or
>five months later. Perhaps the best that can be hoped for is that they will
>live on but be handicapped.
>In particular, like the Medical Chamber (Tabip Odalari) and the Bar
>Associations, as democratic mass organisations, associations, trade unions
>and all those calling themselves human beings and wanting independence,
>democracy and freedom, let us oppose the policy of "Silent Destruction"
>aimed at killing our sons and daughters. Let us not remain silent concerning
>"Silent Destruction".
