No, they do not.
This is really where government is hard to get rid of -- weights &
measures, food quality, sanitation... all the things where cutting
corners is really tempting.
You are quite right. This is one place where government is needed: To
ensure a level playing field. A corrupt government or a market where one
can be easily cheated can really stunt economic growth, both of which I
witness every day.

Indeed, it's a wonder that the populations of these backwaters haven't
died off centuries ago and the land gone back to jungle.
Apparently, they just don't know how dangerous life is without some kind
of officious hand holding.
