Couldn't the EU do the same thing if they wanted to at any time?

I could do the same thing at any time if I wanted. It only matters if I can
talk people into using my DNS system.
I don't think adding a new tld is a big deal. I'm more worried about them
redefining existing tlds to extend their censorship. Europe doesn't bother
me at all- for this to work, you have to convince the people to use your
DNS servers. China can mandate this, Europe can't.
