Because it's often easier to vote the rascals out on a state level than a national level. Because having someone 2000 miles away decide what is best for my state is an undesirable state of affairs. Because local control and local accountability works better for most governmental functions. Because (Federal government power grabs notwithstanding) that's the way the country we live in was designed.
