Nobody passes a cop on purpose. ALL lanes tend to block up if traffic is
heavy enough, and the cop isn't going at the speed that most everyone else
wants to go.

I pass a cop with great pleasure, if he is going less than the speed limit. I never understand why other people will stay even with (or behind) a cop even when he is going under the limit. I especially don't understand why other people will see me pass a cop, and *still* not dare to pass him, even though the cop shows no interest in me.

This is the most reliable way to identify a cop car from a distance,
especially the ones that don't put the light bar on top.  Look for
a traffic bunch-up where the leading edge is pretty much a straight
line -- and nobody is trying to zip around.

Sure, it might be (# of lanes) of scum-sucking deformed offspring of
a rat and snake deciding to cooperate in "slowing down those damn
speeders" (and thus encouraging tailgating), but chances are just as
good it's a cop.

I like to break through that barrier, get in front of one of them, and slow down, allowing all the bunched up tailgaters to break through as well. It's always soothing to see the former Red-Rover players then disband and move on when they realize that they cannot continue the gauntlet and everyone else is passing them. I may be in a hurry, but I am always happy to slow down for a jerk (like tailgaters).
