I'm not sure I agree.

I can assure you that Back East, where the traffic density is much higher(1), people tailgate much the same as they do in California. The fines and penalties for such behaviour are often higher as well, which also has little effect. Personally I like the "rats in a cage" theory of driving behaviour. If you pile too many cars on a road, something has to give. Unfortunately, what normally gives is the Golden Rule, by which I mean, if you let the guy ahead of you merge, someone will let you merge in return.
Instead, we seem to develop a "better me than you" mentality(2).

(1) I have no empirical numbers to back up this statement. Only years of driving with one eye peeled for the authorities on both coasts.
