In _every_ state I've ever driven in (about half of them now), the
presence of a cop in traffic has caused a rolling traffic jam as
everyone A) pretends for the moment that they were actually driving the
speed limit and B) desperately tries to avoid passing said cop.
It's made worse when the police do that irritating "Let's drive exactly
the speed limit in the left lane" nonsense.
A trooper by the side of the road has less effect, as people just
pretend to be obeying the law long enough to get out of sight. The
resumption of true highway speed is slower in those states known to
post _two_ patrol cars, one in an obvious spot and one over the next
hill to catch those who speed up too soon.
