They are a small percentage of the population overall but in the city
the Internet cafes and coffee shops are full of people online and using
laptops.
I note that the abundance of Internet cafes in Tijuana makes it
easier to wander around there without a computer (or with a
laptop) and stay in touch than it is in San Diego. I am though
about to pony up for $39/month T-Mobile hotspot connection
which is available in most Starbucks ...
Panera is your friend. http://www.panerabread.com/
Every restaurant has an open wireless connection. Saved my bacon back
in Pittsburgh where even *Starbucks* didn't have a wireless connection
(that has changed).
And, their iced tea is about 1/2 the price of anything on the menu at
Starbucks. And has free refills. That should appeal to the Cheap
Bastard(tm) in you ... ;)
I also believe that McDonald's now has wireless connections in many
stores. Normally, this is used for things like the Nintendo Wireless
stuff for kids, but I haven't had any issues when I needed a quick
burst. However, I have only done this for a single restaurant.
