Everything depends on the wording of SQLite's proclamation of intent to
release it to anyone for any purpose.  For example, is it in perpetuity?  Does
it disclaim any warranty? All that depends on the *license*..... so to be
precise it really isn't in the public domain.  Rather, they've just crafted a
license that *feels* like the public domain.

The SQLite authors are willing to sell you a license if you think that
public domain doesn't apply, it's only $1,000.

They've gone through a lot of effort to declare their code as public
domain, though.
