The default configuration on the iPhone is to prompt the user about
connecting to any available non-secured Wifi.  This model seems to
encourage connecting to arbitrary access points.  The manual states:

  "Many Wi-Fi networks can be used free of charge including, in some
  regions, Wi-Fi hotspots provided by your iPhone carrier. Some Wi-Fi
  networks require a fee. To join a Wi-Fi network at a hotspot where
  charges apply, you can usually open Safari to see a webpage that allows
  you to sign up for service."

No mention at all of not using an AP without asking.

BTW, I just checked, and the 7 APs visible from my house are all secured.
One even has a SSID of "WEMUSTPROTECTTHISHOUSE".  Wandering around OB, I
found many more open ones than here in Mira Mesa.
