I think the majority of public school teachers are decent, although some 
failures do fall through the cracks.  
And yes, I do think the average person with a cert is more qualified than the 
average person  without one.  I don't know about California certification 
processes, but I know the Illinois one and it isn't a joke.  It included not 
just classes but student teaching under a mentor, cumulating in them running 
their mentor's class for a few weeks with minimal supervision.  Yes, I think 
someone who can go through that is more qualified than Joe Blow who thinks he 
can teach.
