Let's turn your argument around. Does *having* a credential magically prove
someone is able to teach? Are you saying all public school teachers are
stellar thanks to their credential?
I think the majority of public school teachers are decent, although some failures do fall through the cracks.
And yes, I do think the average person with a cert is more qualified than the average person without one.
Microsoft shared your opinion (until certifications other than M$ popped
up).
