Obviously one should check to be sure, but most Microsoft licenses
have provisions that allow use of previous versions of the same
product, so it would be unnecessary to pay twice. This is very common
in corporate environments where rollout and training for a new version
of the product may take a while, often longer than the older version
is offered for sale.
