Thank you so *very* much for that link. That guy didn't spell it out, but he got me close enough.

It turns out that UTF-8 was using Courier for the monospace font. Apparently, each selection of "Font for:" can be set separately. I thought that the "Fonts for:" was a setting of its own, but is actually a sort of "tab" for each item within it's pop-up list. It remembers and keeps the settings of each one, separately. Changing the monospace font of "Other Languages" to "monospace" took care of it.

Then I unchecked all checkboxes in the dialog.

All associated problems seem to be solved.

Thanks to all who helped me with this.

Having just now restarted tBird, it is confirmed to be fixed. UTF-8 encodes properly, but now displays with a decent font, the best of both worlds.
